Mitigation of negative impacts are: as far as possible, involuntary resettlement should be avoided or minimized, for which all viable alternatives should be studied. When resettlement is unavoidable, resettlement activities should be conceived and executed as sustainable development programs, providing sufficient investment resources for people displaced by the project to participate in the benefits. It is important to consult with displaced persons and give them the opportunity to participate in planning and implementing their own resettlement programs. Displaced persons must be assisted in their efforts to improve their livelihoods and standards of living or at least restore, in real terms, their levels before being displaced or before the start of project implementation. Afficher moins -

Activities that could cause the relocation work mainly concern infrastructure (location of poles and the passage of MV lines). This phase will involve the execution of civil works and the laying and connecting lines. Taking into account the minimization efforts, in strict compliance with the road allowance, the potential impacts of the project could be relatively modest and focus on losses of rain-fed crops (corn) and fruit trees.

This document provides the Technical Assistance Plan for People Affected (PATPA) for the dredging of five channels in Port-au Prince (PauP), an activity that constitutes a sub-project financed by the World Bank (WB) under the Draft Emergency Rehabilitation of Infrastructures and Institutions (PRU2I). The PATPA contribute to the mitigation of potential adverse impacts on the various categories of people Affected by the Project (PAPs), consisting mainly of vulnerable people who are temporarily installed along the following channels January 12 earthquake. The overall impact of the project can be regarded as highly positive. The project was designed to minimize the potential negative impacts and take advantage of positive impacts. The following negative social impacts were identified in connection with the dredging of channels Papacito, Brea, Marchand, Martelly and Oak Wood: Temporary assignment of certain residents - since the quake - in emergency shelters along the canals. These families affected by the earthquake should be displaced for a number of days. Le Programme d’urgence de reconstruction des établissements scolaires (PURES) du gouvernement d’Haïti est un élément central de la réponse apportée par la Banque mo... Afficher plus + ndiale pour faire face à la situation d’urgence provoquée par la tempête Fay et les ouragans tropicaux Gustav, Hanna et Ike (FGHI) d’août et de septembre 2008 qui ont causé d’importants dommages dans le pays. L’objectif du projet est de soutenir le gouvernement d’Haïti dans ses efforts pour i) restaurer l’accès l’enseignement fondamental dispensé dans certaines écoles primaires publiques endommagées par les ouragans d’août et de septembre 2008 ; et pour ii) élaborer, présenter et disséminer des normes et des méthodes améliorées pour la construction d’écoles plus sûres. Le programme PURES comporte deux volets : Le premier vise à reconstituer le corps d’écoles primaires et le second permettra de réduire et d’atténuer la vulnérabilité des installations scolaires en Haïti. Cependant, les activités entreprises au titre du PURES pourraient avoir des impacts sociaux négatifs et donc imposer l’application de directives opérationnelles de protection environnementale et sociale. C’est pourquoi la formulation de ce projet a donné lieu à l’élaboration d’un Cadre de politique de réinstallation (CPR) qui constitue la raison d’être de cette étude. Le Cadre de politique de réinstallation décrit les objectifs, les principes et les procédures qui régissent les modalités d’obtention de terrains aux fins d’y établir des infrastructures. Le CPR clarifie les règles applicables à l’identification des populations susceptibles d’être affectées par la mise en œuvre des activités entreprises au titre du PURES. Aucun impact à long terme ne devrait découler de la construction ou de la remise en état des écoles. Dans la mesure où les sites sont déjà identifiés, les risques de destruction de bâtiments et de maisons sont pratiquement inexistants. Néanmoins, sur les champs nus, certaines activités pourraient avoir des impacts négatifs mineurs ou des incidences sociales, notamment sur les terres agricoles (destruction de champs de culture). Afficher moins -
