The earthquake on January 12, 2010 has caused an unprecedented situation in Haiti with enormous repercussions affecting all sectors of society, well beyond the area... Afficher plus + s directly affected by the catastrophe. Over 200,000 lives were lost. Hundreds of thousands of Haitians have been left homeless and have fled the affected area to find refuge in the provinces, adding to an economic situation which was already difficult in these regions. In order to respond to a catastrophe of this scale, this assessment has been designed to go further than traditional post-disaster assessments. The objective has been to lay the foundations for a fresh start in the country's development efforts, as well as to reconstruct the damaged areas and contribute to a long term national strategic development plan, in order to begin rebuilding Haiti. In addition to the damage and loss assessment which usually constitutes the central part of this type of assessment, an analysis of short-term rehabilitation needs and an analysis of the needs to rebuild the country have led to costed assessments for eight essential themed sectors: governance, the environment, disaster risk management, social sectors, infrastructure-related sectors, the production sector, a macroeconomic analysis, and cross-cutting sectors (youth, gender, vulnerable persons, employment). The government led each of these themed teams, which had the responsibility of collecting and collating information on damage, losses, the impact of the earthquake on human development, and post-disaster needs for reconstructing and rebuilding the country. Afficher moins -

Identification of potential CDM project development helped spark the interest of stakeholders who were not necessarily aware that CDM projects could be developed in their area. Description of potential projects through their purpose (genetic definition), the activities within them (ontological definition), their mode of operation (functional definition), potential actors who should be involved in these types of projects, already approved methodology that they could use, and calculation of potential emission reduction of Greenhouse Gases and the associated financial flows have attracted the interest of participants. The example of such projects already implemented in other countries has served to reassure their feasibility. Identification of potential CDM project development was a prerequisite for the realization of a capacity tailored building program. The training task was carried out on concrete cases of potential projects in Haiti. The study concludes that the approach appears to be effective to achieve the objective of creating conditions for development of CDM to serve the energy sector in Haiti. The potential areas for development of CDM projects have been clearly identified and the potential assessed. The impact of individual projects on the development of energy sector was also estimated. At least five CDM projects could be launched very soon. Holders of these projects have participated in capacity building of level 1 and 2 and have seen the wisdom to exploit the opportunities offered by the CDM. Afficher moins -

The rapid evolution and spread of innovative services that the telecommunications sector has experienced in recent years, has led to large-scale mutations that challenge the economic and institutional models inherited from the past. The telecommunications market, inherently interconnected worldwide, is also particularly concerned by the effects of the liberalization of international trade in goods and services, commonly referred to as "globalization". Le principal défi est maintenant de s’assurer que les dépenses d’aide et celles financées par l’impôt parviennent aux pauvres, que les services financés par cet argent sont adaptés à leurs besoins et à leurs préférences, qu’ils bénéficient d’une prestation efficace et que les fonds publics sont utilisés de façon à mettre à profit le financement privé de la prestation de services. Les cas rassemblés dans ce rapport témoignent des efforts pour améliorer la prestation de services par le biais de la sous-traitance et en faisant de la prestation de services auprès de groupes ciblés une condition pour le versement de subventions. Viability of most farms in Haiti is being steadily eroded due to expanding population and a diminishing resource base. The cumulative effect of a long period of virtual stagnation places Haitian agriculture in a state of crisis. Four problems have been addressed in recent studies analyzing the possibilities for change: (1) low nutrition levels; (2) soil erosion and displacement of coffee by annual crops on hillsides; (3) insecurity of land tenure; and (4) inequitable and inefficient fiscal policies. This report draws on those analyses and uses new information in proposing measures to stimulate improvements in overall sector performance. Recommended measures relate mainly to institutional reforms and revisions of fiscal pricing and trade policies. The urban poverty problem in Haiti is severe and unlikely to improve rapidly. Several key problems require attention: (i) the institutional framework needs reform; (ii) public intervention in low-income shelter should be expanded; (iii) standards for slum upgrading should be lowered; (iv) the drainage and waste removal problems, as well as the water problem, are critical; (v) future water availability is in doubt; (vi) institutional reforms are required in urban employment promotion; and (vii) a comprehensive approach to construction industry development should be undertaken. While provincial towns should be given priority, the service delivery needs of Port-au-Prince cannot be neglected.
