This project paper seeks the approval of the Executive Directors to provide an Additional Financing (AF) Grant in the amount of SDR 23.3 million to the project. The AF will scale up a well-performing project (US$65 million equivalent ongoing) and finance modified project activities for all three components focused on recovery and reconstruction following the January 12, 2010 earthquake. It will support additional activities which are expected to enhance the original project's impact and development and address pending challenges to overall sustainability of the reform process. The AF will not entail any substantial change to the IIERP development objective. Institutional arrangements for project implementation of the AF will also remain unchanged. The project will continue to be implemented by Ministry of Economy and Finance (MEF) and the Ministry of Public Works, Transport and Communications (MTPTEC). Some lessons learned includes: in small countries, policy based programs need to be relatively simple and straightforward, in particular in a country with high risk of occurrence of major natural disasters such as Haiti. The rationale for a single-tranche operation was supported by the possible risks affecting the operation, the period required by the Government to implement the reforms, the need to test the incoming Government's sustained commitment to the reform program, and the knowledge that implementation capacity is not strong. The policy actions supported by this operation reflect: On the one hand the recognition of the difficult environment from which Haiti had only recently emerged after the devastating earthquake which struck the country on January 12, 2010, significantly worsening the poverty and living conditions of the population and exacerbating the country's development challenges; and on the other hand, the progress made over the past years with the support of the preceding economic governance reform operations. Countries that have experienced major natural disasters need strong institutional support to back up critical reforms aimed at restoring institutional functions as fast as possible. Progress in public financial management, such as budget control and auditing processes, and procurement procedures have benefited from technical assistance, without which it would have been difficult to make headways. This is a lesson drawn from experience in every country that has suffered natural disasters. The program policy matrix needs to be concise, with few measures and outcome indicators that are clearly defined and deemed within the control of the government with strong support from donors. Providing support for local agricultural extension and innovation services. This component will strengthen the local provision of, and access to, agricultural support and extension services through the establishment of a Market Support Facility (MSF) and the strengthening of the MSF's institutional capacity. 3. Agriculture risk and emergency response contingent reserve. This component will provide support upon occurrence of an Agriculture Sector Emergency through: (i) the carrying out of Emergency Recovery and Rehabilitation Subprojects and/or (ii) the implementation of a Farmers Subsidy Scheme for Eligible Farmers. 4. This document provides the Technical Assistance Plan for People Affected (PATPA) for the dredging of five channels in Port-au Prince (PauP), an activity that constitutes a sub-project financed by the World Bank (WB) under the Draft Emergency Rehabilitation of Infrastructures and Institutions (PRU2I). The PATPA contribute to the mitigation of potential adverse impacts on the various categories of people Affected by the Project (PAPs), consisting mainly of vulnerable people who are temporarily installed along the following channels January 12 earthquake. The overall impact of the project can be regarded as highly positive. The project was designed to minimize the potential negative impacts and take advantage of positive impacts. The following negative social impacts were identified in connection with the dredging of channels Papacito, Brea, Marchand, Martelly and Oak Wood: Temporary assignment of certain residents - since the quake - in emergency shelters along the canals. These families affected by the earthquake should be displaced for a number of days.
